Groton Plan of Conservation and Development / Coastal Management Plan Update 2013

What is a Plan of Conservation and Development?

A Plan of Conservation and Development (POCD) is a  guidance document that sets policy priorities for the physical, economic and social future of a community. A POCD contains goals and visions along with recommended action steps to help work towards achieving those goals. The planning process involves assessing current conditions and trends in order to develop reasonable goals and strategies and engaging the community in a dialogue on its future.

What is a Municipal Coastal Program?

A Municipal Coastal Program helps implement the Connecticut Coastal Management Act by providing specific guidance to coastal property owners and developers. An MCP addresses areas within the coastal jurisdiction line and makes recommendations aimed at protecting coastal resources, providing public access, protecting and providing for water-dependent uses, natural hazard mitigation and maintaining or improving water quality.

Status of the POCD and MCP Updates
The process of updating the 2002 Plan of Conservation and Development (POCD) and the 1982 Municipal Coastal Program (MCP) is entering its final stage. The Town of Groton hired the consulting firm of Milone and MacBroom for this project.  The consulting firm kicked off the project in August 2012 and the original schedule tentatively set February 2014 as the completion date. Downsizing and staff turnover within the Planning and Development office as well as a thorough review by the Planning Commission has pushed the anticipated adoption of the POCD to early 2016.

The Planning Commission has scheduled a public hearing to receive comments on the POCD for June 29, 2016 at 6:30 in Community Room 1 at the Town Hall Annex. Paper copies of the plan are available for review at the Town Hall Annex, at the Office of the Town Clerk and at the Groton Public Library.
